I have the honour to inform you that in
anticipation of the passing of the new Public Health and
Buildings Ordinance, I have had under consideration the
question of finding suitable localities for the erection of
dwelling houses for the population which will be displaced
from the over-crowded parts of the City of Victoria. One of
the best areas for this purpose is close to To Kwa Wan Village,
on the Kowloon Peninsula and on the high-road to Kowloon City.
The ground is flat, and will therefore be cheap to build upon,
and I propose to put the land up to public auction to be sold
in small lots and on easy temma, with a special condition
limiting any buildings erected thereon to shops and tenement
houses except with the sanction of the Governor in Council.
At present the land is occupied and cultiva-
ted by Squatters on Crown Land to whom it is usual to grant
compensation if they are obliged to quit their holdings. The
area of building land, as shown in the enclosed tracing, is
352,000 Square Feet, or 8.07 acres. The area of cultivated
land which would require to be resumed for the entire scheme,
including roads, is about 19 acres. In other cases of this
